You need to enable the security center services. Go Strat, Run, Type ''services.msc'' (with no quotes), Scroll down the list until you find a srvices call Security Center, right-click it, select properties, in the Startup Type drop down box, select Automatic, click OK. Reboot your PC and you should be able to open the security Center.
